28 days overstayer rule-deadline

My appeal is dismissed on 09 May 13. When is deadline to re apply under 28 days? Simple understanding is exactly 28 days of decision , but does it include appeal time as well because the leave is extended until appeal time? So it would be 28+5 days? Or even postal time.

Would appreciate if any of the member can help me on this.

The leave expires after the appeal date (that means after 7 days of decision). So can't we count 'overstaying' of 28 days after that date?
