it entirly depends on ur qualificaiton, your experience because you have to relate it to your business you r planing to start. the nature of the business should be NVQ level 4 or above and your role in the business also should be NVQ level 4 or above (hope it makes sense if you have gone through the policy guidence). read policy guidence first and then clear your doubt by asking ur qs on the forum thats the best way to understand.

sry guys i m not asking tell me exactly wat i need to do, i was asking about the opportunites available in market, my degree is in marketing management, i m intrested to open kind of food franchise like subway etc, buu i was reading on the forum that such kind of business does not qualify in LEVEL 4,
