Worth applying for Family Permit when travelling by train?

So we arrived in England on the 2nd Feb at long last!

Could anyone advice me on the best order of what to do next?

Apply for job seekers until I find work.
Apply for my wifes NI number.
Submit the EAA2 application.

Can my wife recieve a National Insurance number before recieving the CoA? I notice I have a problem registering as a job seeker online as they need my partners NI number. And if she gets a NI is she entitled to everything I am?

I've heard that one of the main factors in applying for an eea family permit For the uk is whether of not you have been paying into the tax system of the European Union country that you're living in... Is it important to show proof of paying into taxes when you apply in berlin? Also... If you have not paid into taxes yet, if you file after six months, is this grounds for having you eea permit application rejected?

So 3 1/2 years have passed since we came back to the UK under Surrinder Singh (Feb 2013). The plan was to apply for PR at 5 years and naturalization at 6 years. Is this still looking likely with the EU situation?
