I have a question about qualifying for Permanent residence for EEA family members.

It's clearly stated that a family member of an EEA national acquires permanent residence after a continuous period of 5 years of residence in UK, but when does this period start exactly?

Namely, if an applicant

- stayed in UK on another type of visa (e.g., a work permit),
- became a permanent partner of an EEA national (living together),
- was granted a permission to get married,
- married,
- applied for a residence card as an EEA family member,

at which stage, does the time which counts towards permanent residence start?

Start counting from the date you married and not the date the RC was Issued,

It counts from the day you become a family member of EEA national and were living in the UK. Either your wedding day or the issue day of your RC. The earliest between the two (in case you had RC as unmarried partner).

In accordance with regulation 15 of the Immigration (EEA) Regulations 2006 (“the regulations”), the family member of an EEA national will acquire the right of permanent residence after the following conditions are met:
The EEA national sponsor has been a qualified person, in accordance with regulation 6, for a continuous period of 5 years or more; and
The family member has been living with the EEA national for a continuous period of 5 years or more.

For the EEA national sponsor, the period starts as soon as he begins to reside in the UK in accordance with the regulations.

For the family member, the period starts either after the marriage has taken place or after the issue of a residence card as an unmarried partner.
