Decision on family visitor visa

Decision on family visitor visa

My brother-in-law's visa application was initially turned down by UK embassy in India but when he lodged an appeal against the decision before 3 months, he got a mail from UK embassy stating:-

The Entry Clearance Manager has reviewed your application or the Immigration Judge's appeal determination and you are requested to take only these numbered actions:
Number ACTION
1 Submit your passport to the Visa Application Centre at which your application was originally lodged. Include the passports of all co-appellants. Mon - Fri
8.00 - 14.00

Does it mean that the original decision has been changed and his visa application is successful? And if so, how many days does he have to submit his passport for stamping. Can he do it after a month?
