an form joint application

I am filling form an for which ukba website saying,"The fee for naturalisation is £874, the fee for a joint application (husband and wife or civil partners applying at the same time from the same address) is £1550" but in form and an guide it saying that you will have to submit application separate (1.31) i m a bit confused..can some one help

fill up two separate forms for wife and husband and send them in the same envelope. Simple.
