Claiming CB and CTC while children are abroad

Hi , can i make application for CB and CTC as my kids both of them are British Citizens while i am on ILR and both of them are abroad with their mom (who has submitted her spouse visa application recently) ?

So how long have the children been out of the UK? And when can they be expected to return to the UK?

Also, when you say they are out of the UK, are they in the EEA? Or outside the EEA?
