Yes, the Irish Solvit team have responded to us and continue to keep us updated...I have one question though, since they are a part of the Dept.of Enterprise of the Irish government, will they act in accordance to the Irish interpretation of the E.U law or will they base their actions on the European commission law?

Very good question, and I thought exactly the same question in my friend's case.

Apparently they were very professional and were not just acting as cover for whatever other Irish government departments had decided. They followed up regularly (daily?) with DFA and Justice until there was finally some movement. It is a tiny department, 2 or 3 full time people I think, but it smells good.
