Court of appeal or Judicial Review ? where to go when to go?

Could you plz help me to take decision in my case?
I have been rejected by Upper Tribunal and First Tier tribunal as i have no right of appeal in my application in PBS. now i want to appeal to court of appeal or judicial review. may i go for it?

Plz tell me about it and i heared somewhere that if someone loss case in judicial review, they have to pay large amount for it? is it true?
