6 month Schengen visa

My sister, who is now living in the UK (on an ancestral visa), was issued a 6 month schengen visa previously - which is still valid. The country that issued it was Spain, and she has visited there on this visa previously. Is she now allowed to use it for any EU country she wishes and not necessarily visit Spain during this trip?

Yes, if the visa is still valid.
