overstaying urgent

We applied for tier 1 last year 10th December.
visa refused 15th may
appeal 30th May
HO didn't received paper works
Lawyer reapply 10th july but didnt submitted old documents
Refused again 25th July
Sent document again for review the decision 13th August by new lawyer .If they didnt accept this do you think we are over stay.
Plz let me know.My work place offer me work permit I am dependent can I apply now from Back Home if leave the country???
We are overstayer

What happened with the appeal?

When you said "Lawyer reapply 10th july but didnt submitted old documents", was that regarding the appeal or a fresh application?
