Spouse visa

hi, my 10 year ILR is due next month sep 2013(5yr student+2yr psw+3yr teir1) currently i have 2 more years visa left of tier 1 my wife joined me on tier1 dependent on october 2010.
my questions are
1. is she qualify to apply ILR with me as she completed her 2yr as dependent?
2. if not than what is the route for her ILR.
3. does she need to pass the B1 english test(as someone told me).
