Yes PSW application was refused on 12 of September 2012, On 10 December 2012 Home Office representative withdraw the appeal. On 16 of January 2013 I received confirmation of withdraw from Tribunal. And then I got another new refusal from Home office same as previous refusal but bit explained. I did not appeal on 2nd refusal. in the mean time I have completed 10 years lawful residence(06/01/2003-05/01/2013). I entered the country on 20/09/2003; Student visa [4yrs], SEGS/PSW [2yrs], Tier 1 General [4yrs].
3week absence in 10yrs.

On all occasions I eventually submitted letters required by the council so therefore never actually attended the Magistrate court. Furthermore, after submissions I never received any correspondence from the court.
I have already applied for ILR but was wondering whether I should have disclosed this information to the HO

Hi Soban civil judgement are if some one or maybe a company or organisation sue you for the money you owe them and if they are successful that CJ goes on your credit history and penalties are for example if you throw cigrats or any litter on street and police or council enforcement officer catch you they give you fine that call civil peanlties you don't have worry about them and no need to disclose them to HO these are not criminal punishments. Going in court for council tax any way three four years ago is not a problem again its a civil metter between you and coucil not crimnal.
