refund of appeal fees

i am worried that i won the appeal and judge given order of refund of half fee for my self and half for each member of my family, why?
whith in best of my knowledge, they have to refund whole fee

Normally Judges allows full refund of the Fees . Might be judge thought you both did combined appeal thats why.
