College sponsor license suspended, visa application on hold.

Hi, my tier 4 student visa application has been put on hold by uk embassy in India, as the college I had applied for, their sponsor license has been suspended. Can I now submit a new CAS from another college without withdrawing the application? Or will have to first withdraw the application and then submit a fresh one with new CAS? Thanks.

As your Tier 4 sponsorship license is suspended, you need to submit a new application form along with a new CAS. That's it.

Even if they return your documents to you, it will not count as a refusal because at the time of your application, college was in UKBA's list.

About suspended college's fees and everything which you had paid, it's a matter between you and that suspended college.
