New Cas issue

Hi friends,
I have a one question please help me. My cousin visa is refused in Pakistan. Now he want to apply refresh application. The college on which he got a refusal, refuse to issue new CAS because they said you can't get a new CAS from same institute.
Can you please let me know that this is right...........

I think there is nothing in law that CAS cannot be issued twice if applicant fulfill all requirements. College should issue you CAS or just get your money refund and apply in another college. May be they just want to digest your money for free.
