what after the refusal of Admin Review? what is judicial rev

please help

My visa refused for very silly reasons.

ECo officer said this is an English course and i do not need it but i never said it is English course and Even my CAS letter mention it is Master course and i dd tell ECO clearly about the Exact modules i will be studying.

In her refusal letter said she find that it is English course.

I submit Admin review with college confirmation, course structure and CAS letter but still refuse it.

I do not understand why??/ ECO been funny with me. and I do not think so they had time to read my admin review as they reply me within 1 day.

what can i do after the Admin review.???????????

any one know about judicial review???????? what is that?
