Discretionary Leave -Appeal charges

We applied for FLR(O), One main applicant & four dependents, that was refused with right of appeal. Appeal was submitted with a request of oral hearing and paid one single fee of £140/-

But now UKBA is asking for £140/- for each person as our solicitor told us now but at same time he requested UKBA again to take one fee only.

We are still confused about these charges, can anyone please confirm what these should be in our case.

Fees Guidance wrote:If an appeal is required then it will cost, for each person appealing, either:
£140 for an appeal to be determined at an oral hearing; or
 £80 for an appeal to be determined on the papers provided.
