Can In country applicant approval apply EC in India

Hi just to find, my friend was an in country apllicant (applied for HSMP from UK) who received an approval of HSMP in UK. Can he apply for EC from India instead of applying for FLR from UK. He is getting married and he cant wait by sending the passport to FLR. Also his idea is once he get married in India, can he make the same application for his EC and his wife's dependent s visa both in a single application. Can you let me know how does it works.Please help us guys..........

Thanks for your response WoodieG, So do you mean to say he can apply for Entry Clearance in India, insted of FLR here, also can you please clarify can he make a single entry clearance application for him and his wife in India.

Please can elaborate your answer
