I am wondering if anyone can help answer the below questions (ideally from someone who has experienced these first hand)

1: Can there be an interview? Is it even possible HO call someone to double check?

2: Can biometrics be taken twice for any reason?

3: What is good enough reason for expedited case? is someone wanting to attend birth of child back home a good enough reason?

Something unusual, but if UKBA decides to then it is possible.

2: Can biometrics be taken twice for any reason?

Yes, if there are any contradictory issues.

3: What is good enough reason for expedited case? is someone wanting to attend birth of child back home a good enough reason?

I personally don't think birth of a child would be a good reason as it is generally not considered as illness.

It is not possible to define all potential compassionate circumstances, but it might,
depending on the circumstances, include:
 significant or serious illness
 frailty, or
 particularly difficult family circumstances.
Compassionate circumstances are most likely to be relevant if the applicant has been here
for long enough to qualify for indefinite leave, but there are other factors, such as criminal
convictions or a bad immigration history, that suggests a grant of indefinite leave might not
be appropriate.
