Cooling off period and fresh Tier 2 entry clearance

Hello everyone,

I am new to this forum so apologies if similar query has been answered in past.

In my case, I was working in UK on Tier2 ICT-long term which was valid till May 2013. However, I left UK at end of Oct 2012 and have not gone back since. Now I have a UK company who is ready to sponsor and allocate me with a new Restricted COS for Tier 2 General visa. My understanding after reading the UKBA documents and this forum is that my cooling period should be complete at end of Oct 2013 and I should be eligible to apply a fresh Tier 2(General) Entry Clearance application from November. Is my understanding correct?

If this is correct, can someone can tell from experience what proof will be required to prove the cooling period time?

Also, can my dependent(wife) apply along with me for the dependent visa? She was with me in UK last year on ICT dependent.

Hoping that experts will shed light soon on my situation. As this is one of the most critical decision I am taking in my life.
