Can I take a friend with me to the Indian High Commission, London, to renew Indian passport? Will she be allowed inside the premises?

No, they will allow only the person who needs the extension of passport and none else, even if the other person is a partner.

(Take a token and ask your friend to tell them that your friend is applying for ......).
