The problem is that your wife/girlfriend is also Irish. To be considered as exercising treaty rights in an EEA country, this can't be a country of which you hold citizenship (i.e. Ireland, as she has an Irish passport).
This might work if she was to ask for an EEA Family Permit from the British Embassy in Dublin and then you move to the UK (including Northern Ireland) and if she works there things might be ok. This application should be made under 'Surinder Singh' as a British citizen having worked in Ireland. She will have to provide proof of her employment/proof that you lived with her/proof of your relationship and your passports, maybe more. You can try to contact the British Embassy in Dublin about this if you have any questions.
You can mention this to your solicitor. However, this is very complex as she is a dual British/Irish citizen. Dual nationality causes problems!
