Council tax bills is utility bill.
Invoice are the proof of the work you done as a self employed person.

To be honest I researched this a bit but I don't think they are utilities.
Council tax is a tax.
From the dictionary:
"Utility: A commodity or service, such as electricity, water, or public transportation, that is provided by a public utility"
Utilities are services you use and can't probably do without, like electricity and/or gas for your daily life. They show you are probably living there.
You can be abroad and still pay your council tax, but you wouldn't consume energy from there.
The same could be said about rental agreements, so I suppose that one would be safe rto send energy bills plus rental agreements.
PS: For statements I mean council tax statements. They might send you one every year.
