HO has the right to appeal to the Upper Tribunal for permission to appeal, if they so chooses. They also have the right to apply for Judicial Review against the Upper Tribunal refusal to grant permission, in exceptional cases. Although i am doubtful they will follow the last option.

So unfortunately, you are not of the woods yet.

The fact that the HO appeal to UT was denied means you stand a higher probability they will rather leave things as it is than HO apply for a judicial review
