Applying for a UK working visa from a 3rd party country

My fiancée is a non visa national, and does not have a British embassy in her country. She has to travel to Panama for the nearest British Embassy whiich is very costly....

She is currently staying with her cousin in France, so would it be possible for her to apply for a UK Working Visa from the British Embassy in France.?

She has to travel outside her country to reach the nearest a British Embassy anyway so would there be a problem with using the British Embassy in France whilst she is there?

Travel to Panama is minimum $500 from here country and that is just the cost of the flight.

Thanks for any help.

If she is merely visiting France no she can't apply there; if she has a residence permit to live in France, yes she can apply from there.

What kind of working visa? Only T2's are being issued at the moment and she'd need a sponsor for that...

But she has to travel outside her country for a British Embassy anyway so what difference does it make what embassy she apples from.

For Honduras, Panama City or Bogota, or any of the Americas are designated locations.

Paragraph 28 of the Immigration Rules states that:'An applicant for an entry clearance must be outside the United Kingdom and Islands at the time of the application. An applicant for an entry clearance who is seeking entry as a visitor must apply to a post designated by the Secretary of State to accept applications for entry clearance for that purpose and from that category of applicant. Any other application must be made to the post in the country or territory where the applicant is living which has been designated by the Secretary of State to accept applications for entry clearance for that purpose and from that category of applicant. Where there is no such post the applicant must apply to the appropriate designated post outside the country or territory where he / she is living'.
