Dependant Refusal

Hi All

My friend's wife Tier 4 (general) dependant visa application is refused.
She was on Tier 4 visa and husband was dependant.Husband left the UK and went back to Pakistan and got Tier 4 General visa he is allowed to work 20 hours an dcourse id for 2 years MBA..The wife applied as in county dependant (switching Tier 4 dependant) but her application was refused under 319 C (h).They were sure that she can switch as per new immigration rules for PBS dependant switching.

did Home office make right decision????

she is given Appeal right.
she already spent 9 years if she lodge an appeal and then leave the county and apply dependant visa from Pakistan and come back will it break her long residency ? under 3c or 3D??/

what is the best option for her???

That will definitely break her long stay,I guess that's what they're trying to do,why not appeal for the time being?
Hope senior members can give better suggestions?
