English Test Statement of Results

Hi there, my husband took the ESOL PET in preparation for his ILR application but as he applied just before the change in rules in October 2013 he didn't need to use it. This year he is able to apply for citizenship. The problem is that on the statement of results, despite the certificate saying pass B1, he didn't score "good" in the speaking part. Will he need to retake the English test to get a higher score for the speaking - I really don't know how he wasn't scored higher for this part in the first place.
