Course of action if Tier 4 Re-submission is Rejected

I had my first Tier 4 submission rejected and appeal allowed. I appealed, then latter on withdraw the appeal and resubmitted a fresh application after addressing issues which were raised in the first application refusal. I am told with re-submission, Appeals are not granted if you are refused -what would be the way forward legally (judicial) especially if you want to buy time for about 5 months?

Thanks Quantum1. How long on average does it take to go through with the Judicial review ? Do u think I can be able to get over 5 months. I only need 5 months to be able to make a re-submission based on something solid-7 year rule! Please your advise will be greatly appreciated
