If EU national enrolled in a course January 2008 and graduated April 2011 would that be before the requirement came in?
She was also working part-time (earning approx £7k over the year) so does that also make her exempt from needing CSI?

If the EU national was working while studying too then as a worker he/she will not need CSI. Simply demonstrate payslips/job contract/employer letter for that period as a worker.Students issued with a registration certificate after 20 June 2011, or never granted a certificate:
