Visa refused for maintenance

One of cousin's tier 4 application was refused because of the maintenance issue. He finished top up masters course which was 5 months long but he thought he had an established presence in the UK so he sent only £2000 for maitenance with the initial application. But after sending the application he realised the mistake so sent another statement with £9000 which covered 28 days after the application date. Now Home Office refused his application because the statement was after the date of application and he did not have £9000 for 28 days before the date of application.

Can anyone suggest whether he should appeal and if yes on which ground? Many thanks

Re applying is a better option rather than going for appeal which takes some time.

The reasons cited by Home Office are correct. You need to apply again if you have leave to remain in the UK.
