ILR application time

I am completing 5 consecutive years are completing on 12 Feb 2014 but UKBA took around four months in processing my last extension application so I got almost 2 months extra with my Visa expiring date as 19th April 2014.
I got to know from some sources(like internet and friends) that I can apply 28 days before 5th anniversary of my visa.So based on that
1)can I apply any time after approx 12 jan 2014 or
2)it will be any time after approx 19 march 2014(based on my visa expiry date-28 days)?

If you are completing the 5 year qualifying period on 12 Feb 2014 then you could go anytime after 15 January 2014. As you have visa until 19th April so it's better to cross the 12th February date and then apply for ILR.

You'll never know the state of mind of the case worker.
