Citizenship "5 out of 9 years"!????

Just curious, I fall under shortage skills as an IT professional. If I found work under the green card visa, how long does it take to gain citizenship? I read "The applicant must have resided in the State for five of the nine years preceding the application", but the heck does that mean!?? I'm confused about the 9 years part when it says 5 years before. Can someone clear up what that means, or does it simply mean 5 years of living in Ireland?
