Singh route and 'treaty rights'?

Is it essential that the UK citizen partner is working (earning money) while residing with non-EU spouse in another EU country? I thought that one was also exercising treaty rights by studying in another EU country, or simply living there as a self-sufficient person (eg by living on the rent from an owned property in Britain).

EU Settled Status: Confirmed on 16th July 2019
Naturalisation : Confirmed on 02nd Oct 2020
Passport Approval : 21st Feb 2021
