You should apply only when the restriction is reduced to Level 4 or below, when passport office staff can return to the work place.
Of course you can fill in your application form now and get Gardai to sign your application form etc. Just don't send anything to the passport office.

Can anyone please advise on which commissioner for oaths, solicitor, or a peace commissioner who is authorised to take and receive statutory declarations. The ones that I have contacted are telling me they are not doing anything until restrictions have been lifted. I have noticed some have got their citizenship certificates already. I cant wait forever especially after having waited for 2 years. County Meath or Dublin preferably but don't mind travelling if push comes to shove.
I am still waiting for the certificate (received the email with an affidavit on 20/01 and my signed declaration was delivered on 27/01). I think my issue is that my declaration was witnessed in NI by a NI solicitor (my best shot in the lockdown conditions). I sent them an email asking if there is an issue with my declaration and received a copy-paste reply "wait 6 weeks, then contact us".
