First of all, you can reapply and appeal at the same time. The appeal costs no extra money and if you get a visa from the new application, your appeal will automatically close. So there is no harm is appealing as well as reapplying at the same time. Because the appeal can surely take a long while and God willing, if you get the visa with the reapplication, it will save you quite a bit of time.
For the appeal, only those documents are required which are directly concerned with the refusal reason(s).
For a fresh application, you need all the documents from scratch. You can mention the documents not returned with the first application, but in my opinion, its not going to work. You are better off waiting for a couple of months and then reapplying with 3 wage slips minimum.
