I would say you have met your 24 months by today 15th Feb 2019. I think you will be okay to apply even today but why not just wait till after 12 tonight and apply on 16th for surety ?

Is it UK Biometric? No its your home country’s national ID card, if you dont have it leave it
2. When did you first enter the UK?
I initially came here for studies in sep 2009 and then left for a year and came back in Oct2012. And then did a in country switch to entrepreneur visa in Dec 2013.
Just confused which date to mention? approval date of initial visa in Dec 2013
