He can apply online using form AN. Please read this guide it will tell you the requirements:

https://assets.publishing.service.gov.u ... ooklet.pdf

Also you asked above, as well as the Life in the UK he would need a degree taught or researched in English or at least B1 level English qualification if he's not from the Nationalities that are exempt:

https://www.gov.uk/english-language
Thank you for the reply....its very much appreciated....
He is from India so not exempt and he doesn't have a degree either but he had already done the English (IELTS) test when he was applying for spouse Visa in 2011 and also done the Life In The UK test when applying for ILR in 2013.
Does he need to any of them that's again...??

Likely not if the English test is not B1 AND not on the current HO approved list, which a 2011 English likely won't be.

Correct! Also did he use it for the ILR application? It expires after 2 years unless it was used before for settlement.

I should add the Life in the UK test does not expire. But as CR001 said he would likely need to take the English Language at B1 CEFR level or better at HO currently approved centres.

Thank you for the reply everyone....
I am not sure if we used his IELTS english test qualifications when we applied for ILR but we definitely used it for his Spouse Visa Application.

Also apart from Life in The UK and english test.....is there anything else needed to support his application....??

Did you read the Guide AN booklet that I linked above? It should have all the requirements in general. Read it, and then ask if there is anything specific to his circumstances that you need clarification on.
Your inquiries as they stand are just general and you should find all the answers in the Guide AN booklet.
