If you take time to read the reports on the UKBA by the Home Office/Parliament and in particular the latest, it shows just how unfit for purpose the Border Agency is.

Incorrect and or poor decisions are rife. Appeals at immigration hearings here in the UK are very often overturned and the visa issued. In truth, many of these cases should never reach the AIT, and should be dealt with by an ECM who knows their stuff, or perhaps a team of ECM's.

In fairness, it is clear that ECO's are overworked and are under a lot of pressure to clear cases " quickly, but pragmatically " The whole application needs to be looked at, with flexibility shown by the officer where required.. only complex / serious grounds of refusal cases of refusal should ever be heard in the UK.

I think it is currently a lottery, and needs sorting. Perhaps I should apply for the vacant CEO position... !
