Tier 1 Dependant refused (credit card statement)

Well if you remember my credit card statement refusal. We went ahead and appealed. And received a letter today saying from the Embassy:

'The Entry Clearance Manager has exceptionally agreed to give further consideration to your Visa application. To process this, we require you to forward your passport to our offices.

Please Note: The issuing process will take approximately 10-15 working days, prior to the day we receive your passport.'

What do you think? Is that a successful appeal? ....

Here is the exact wording

The Entry Clearance Manager has exceptionally agreed to give further consideration to your Visa application. To process this, we require you to forward your passport to our offices.

You won’t need to submit a fresh application form and/or visa fees.

Our opening times are from 8am to 3.30pm Mondays to Thursdays, and 8am to 12.45pm on Fridays. If you’d like to send your passport to us rather than attending in person, then you are responsible for paying any return courier costs. You are more than welcome to send your passport through the Visa application centre, that’s within your area.

Please Note: The issuing process will take approximately 10-15 working days, prior to the day we receive your passport.

Kindly include a copy of this letter as reference along with your passport, to allow Helpdesk to deal with your case promptly.

(THIS LETTER IS VALID FOR PRESENTATION FOR SIX MONTHS ONLY)
