I was recently forwarded to couple of posts (here and here) by vinny answering one of my question however I see some confusion in two of the gurus addressing question around residency requirements for minors under 13.

sushdmehta suggested that residence isn't an issue for minors under 13 however Greenie suggested to still pay attention to 9.17.2 and 9.1.7.3 in the guide.

I would argue that 9.17.2 and 9.17.3 are describing expectations from a more general perspective (i.e. including minors of below 10, of 10, below 13, below 17, above 17 but below 18, etc.) however 9.17.18 defines an exception for minors under 13 and that's what sushdmehta was pointing to in his suggestion and considering that would still make his initial comment (i.e. residence is not a requirement for minors under 13) valid.

I would like gurus to comment on this under the latest rules' light please!
