Hi noajthan, thanks for getting back to me, well I've never been asked for it, I've been here since 1999. But my qualifying period is between Sept 2011-Sept 2016, and i wasn't a student in this time. I've just received my application form i submitted on 05/10/2016, it was rejected as i hadn't ticked a box (thankfully no payment was taken) I have now completed the online application form and you cannot bypass the section relating to Health cost whilst studying.
I've been living here since 1999 and I have never been told i needed to pay for Healthcare costs nor have i ever been asked too except when i turned 18. When i was at university i like all my friends got a HC1 to waver the prescription and eye care costs. but not specifically because i was an EU national.

Alternately, as you've been in UK so long, you may have been stamped into UK with ILR when you first arrived. If so no need to have acquired PR.
Check original passport used to enter UK.
The online application asks "since entering the UK have you taken up studying/ vocational courses" so for someone like me that grew up here, i said yes.
