I'm not sure about external checks for Husband's but I do know when I applied for my wife's visa on the 22/05 they did send a letter to the local council and checking that the marriage was legit. We found this out because they guy who received the letter at the council was a family friend. How can you register it in the UK when you marry in Pakistan ?
Personally can't think off anything besides what you have already provided. He got a letter? Weird. Cz if its usual union councils they will never send them reply via post. They r not that efficient or dont like spending money on public ie postal stamps
as it's not mentioned in the requirements when I was checking. Maybe that's why they sent a letter.
