If your mother is direct family member, free movement of travel apply on her. I think, she will not be consider as illegal in UK, as long as you can proof u genuine live in Ireland with her.
I do not think that is how it works. Only section 3 applications are dealt with by repatriation team. The EU Treaty right teams deal with EU applications. It is only in circumstances where an EU application fails that a case then proceeds to repartriation team.
