manuelaux, they could refuse a Marriage Visit Visa if they don't think you are actually going to enter a CP in the UK: you will need to provide evidence that you have planned a ceremony as far as you can without your partner actually being here.

They could also say that they don't believe your partner will leave the UK at the end of the visa, because you are here on a longer-term basis. That's one reason I suggested you both sort out the CP first, before you apply for Tier 1. However, you can provide evidence he will leave, e.g. evidence of studies or a job he has to return to, family in Croatia, ongoing tenancy of a flat etc.

But saying "oh, you only want to get married so you can join your partner in the UK", well, that's kind of what the visa is for!
