Family visitor visa - Bookings before visa ?

The UKBA website states the following :
Accommodation and travel details
You may wish to submit the following documents to help show us your accommodation and travel arrangements in the
UK and on which date you intend to leave the UK. We advise that you do not make any payments for accommodation,
travel and so on until you have received your visa.
Details of accommodation and return
travel bookings
This could be:
 hotel booking confirmation (usually email)
 travel booking confirmation (can be email or copy of tickets)
 travel agent confirmation of both
 accommodation details with a supporting letter from the occupant confirming
that you are able to stay there
How can you have flight bookings without making the payments? All airlines demand full fare before booking. Also some of the good hotels need upfront payment (at least deposit). Other than taking the risk and making the bookings, is there any other option to get around this ? Home Office needs to hire adults to run their organisation.

The list is a suggestion rather than a mandatory requirement.

Thanks for the reply. So you mean as long as I have enough funds , I do not need to submit any of those 4 documents listed?

Many people do not submit anything that is on that list and have absolutely no problem being granted a visa. It completely depends on your circumstances as a whole.
