Switching to Tier 1 Entrepeneur ?

I have just read on some website that Post-Study work visa may be swtiched to Tier 1 Entrepeneur, if one has 50,000 pounds in his account.

I completed my PhD from the UK in 2009, and then switched to Post-Study work visa, but soon got an offer from Saudi Arabia, so I left the UK and my visa has also expired. Does the abovementioned new scheme apply to my case as well?
