is HSMP a VISA REFUSAL?

Hello..

I have read a bit about this earlier but it was a bit confusing hence i would like to raise this question again.

If my HSMP is refused (NOT the FLR), will i answer 'YES' for the following question in other VISA application forms?

HAVE YOU EVER BEEN REFUSED A VISA FOR THE UK?

Please note the additional points:

Im already in the UK on another visa and although my HSMP was rejected, i still have 4 months leave left on the previous visa.

I think, you need not to mention your HSMP refusal on visa application form. Because, refusal of HSMP approval does not mean that you are refused UK entry clearence or FLR. It is just you have not met the HSMP criteria to get enable to apply for HSMP EC or FLR.

The answer is NO.
