Restricted CoS and Tier 2 General

I am a work permit holder and will apply for a Tier 2 general visa. The company will apply for a CoS for me. Is this called restricted CoS and can I switch to Tier 2 General from within UK?

If you are a Business and Commercial work permit holder (except multiple entry work permits) including Intra-Company Transfer work permits then you can switch to Tier 2 General from within the UK. The CoS your sponsor will be assigning to you will be unrestricted, i.e. not subject to any quota, but they will have to do a Resident Labour Market Test beforehand unless the job falls within one of the specified PhD SOC codes.
