Advice on EEA permit

Refused EEA fp twice. WARSAW ( marriage on convience ) reason.

First aplication 2nd May 2012
Recieved on 22 may 2012 ( Rejection on grounds of Reguation 12 )

Apealed on 2 june ( waiting for Outcome)
Reapplied 2nd Application on 5 june
Recieved on 27 June ( Refused on same reasons marriage of convience and i will not travel with my wife)

I am non eu and my wife in EU national
I have adverse History with uk I was rejected student extension and i return back.

I have eu residence permit

Help me with appeal and if i want to appeal can any one suggest me lawayer willing to pay.
